QMS says it needs Metadata 4 or higher installed.
In such a case/constellation:

PMC is installed
-
Metadata is installed/managed separately (not as a bundled app of PMC)
-
The user wants/has to use the bundled version again
You should proceed like this:

Uninstall Metadata
-
Uninstall PMC
-
Install PMC again (use the uninstall+install of PMC over just reinstalling PMC)

The bundled Metadata looks and feels different and has no license details.
