Yes. Reject the skill once, and Meridian People & Skills Hub never offers it again.
Rejecting a suggestion, or removing a skill from your profile, moves that skill to your Blocked list. Blocked skills are filtered out before the app writes anything, so the skill is not suggested and not added, no matter what your future work looks like. This works the same way in both profile population modes.
You block a skill in three places:

On a card in the Suggested tab of your profile, with the delete button

On a row in the Skills tab of your profile, with the remove button

In the dialog that opens while you work, with Not my skill
Your blocked skills are listed on the Blocked tab of your profile, sorted by name. Only you see them.
To undo a block, open the Blocked tab and unblock the skill. It does not return to your profile immediately. It becomes available again, so the next time your work points to it, the app suggests or adds it as usual.

What you cannot switch off
You cannot stop the app from scanning your work, and you cannot opt out of having a skills profile. Whether skills need your confirmation at all is the admin's decision through the profile population mode.
