Meridian People & Skills Hub does not serve every account on your site. Two rules decide it, and they are separate: whether a person takes part at all, and which products' content the app may read for them.
Who takes part
A person takes part when all of this is true:

The account is a regular Atlassian account. App accounts and Jira Service Management portal customers never take part.

The account is active.

The account is not a guest in Jira and not a guest in Confluence. A guest in either product is excluded from both.

The account holds access to at least one of Jira or Confluence.
If the app cannot determine the answer, the account does not take part. This is deliberate: the app withholds rather than guesses. The app license works the other way round, so a license check that fails does not lock anyone out.
Whose content is read
Taking part is one answer for the whole person. What the app reads is decided per product, and is always narrower:

So a colleague with Confluence only takes part and has a skills profile, but no Jira issue of theirs is ever read. When access is removed, the scope shrinks with it, which is how former guests and people who have left stop contributing content.
What someone who does not take part sees
The hub and the Get expert advice panel show a notice: Meridian People & Skills Hub is available to accounts with a Jira or Confluence license. They have no skills profile, and they do not appear in expert search or skills coverage.
Nothing is deleted. If the account regains access, its existing skills are available again.
When a change takes effect
The app remembers the answer for a while: up to 1 hour for an account that does not take part, and up to 24 hours for one that does. So a newly licensed colleague may wait up to an hour, and a revoked seat can keep working for up to a day.
